Dubai Introduces Mobile Application for Immediate Reporting of Littering Offenders
Dubai Municipality has launched a new app called 'Eltizam' to report violations of public cleanliness rules. The app is part of Dubai Law No. (19) of 2024, which aims to ensure compliance, legal clarity, and enhanced community participation in public cleanliness enforcement.
The app allows authorized officials and select verified users to instantly report and document public cleanliness violations by uploading photos and tagging the location. The app then issues fines directly linked to the offender's vehicle number plate, Emirates ID, or passport, ensuring swift enforcement of the rules.
The main targeted violations by the app include spitting in public, throwing chewing gum on the ground, general littering, dumping waste in the ocean or on beaches, washing cars in unauthorized places, unauthorized barbecuing, slapping advertisements on public surfaces, and not cleaning up after pets.
Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, stated that the launch of 'Eltizam' is a key step in enhancing the city's cleanliness, sustainability, and quality of life. He emphasized that 'Eltizam' fosters a culture of responsibility and social engagement, reflecting Dubai's vision of a pioneering city where technology and regulation work together to protect its urban appeal.
The app also reinforces Dubai's position as the most beautiful and cleanest city in the world, as well as its goal to maintain its status as the world's cleanest city. Beyond its regulatory function, 'Eltizam' reinforces Dubai's leadership in adopting modern, community-led tools that encourage environmental stewardship and elevate the overall quality of life across the Emirate.
Public cleanliness is a civic value and a shared commitment, according to Bin Ghalita. He mentioned that every official and citizen plays a role in shaping a sustainable, liveable Dubai for generations to come. The app empowers selected officials with judicial authority to report violations on the spot.
The app uses real-time photo evidence and location tracking, and is in its first phase. It is a tool for public cleanliness enforcement in Dubai, targeting violations such as posting flyers or ads that deface public areas and not cleaning up after pets in public spaces. The fines for violating public cleanliness rules in Dubai, as enforced through the Eltizam app, can reach up to 1,500 AED.
The app is part of Dubai Municipality's digital transformation push and its efforts to involve the community in protecting the city's environment and aesthetics. It is an important step towards achieving Dubai's vision of a sustainable, clean, and liveable city.
