Preparations Underway for Carbon-Free and Automobile-Free 2028 Los Angeles Olympics by LACI's Matt Peterson and CARB Chair Lian Randolph

California's Transportation Electrification Partnership Takes Strides Towards Clean Mobility

In a significant move towards advancing clean transportation, Liane Randolph has been appointed as the Co-Chair of the Transportation Electrification Partnership (TEP). The partnership aims to build on local, state, and federal climate leadership to accelerate the transition towards electric vehicles and other clean transportation methods, with a focus on the 2028 Los Angeles Olympic Games.

TEP's approach is based on an unprecedented public-private partnership, bringing together state agencies, industry, and stakeholders to deploy electric vehicle infrastructure, promote electric trucks and clean freight, and implement policies that enable California to meet aggressive emissions reduction goals before the Olympics.

As Chair of the California Air Resources Board (CARB), Randolph has emphasized the importance of continuing and strengthening California’s clean car and zero-emission vehicle programs despite federal regulatory challenges. Under her co-chairing role in TEP, California is pushing strategies such as electrifying state procurement for vehicles, setting clean mileage standards, and promoting equity in EV infrastructure deployment, including increased access in disadvantaged communities.

Randolph's goal as Co-Chair of TEP is to ensure that the 2028 Games in Los Angeles significantly advance clean transportation. To this end, she is currently leading a delegation to London, Oslo, and Munich to share and learn about transportation electrification, mobility, and goods movement solutions. The trip is aimed at identifying solutions to existing barriers within these areas.

Notably, London has instituted city-wide programs for electric buses to reduce air pollution, while Oslo and Norway lead the world in electric vehicle (EV) adoption. The delegation's findings will undoubtedly inform TEP's efforts to meet its targets for 2028, which include the advancement of electric vehicles, zero-emission goods movement, shared mobility, and public and active transit.

The appointment of Randolph as Co-Chair of TEP symbolizes California’s determination to lead in transportation electrification, leveraging collaboration to overcome permitting, infrastructure, and regulatory challenges that could impede progress towards fully electric fleets and widespread EV adoption by 2028.

Mary Nichols, the external advisory committee chair of TEP and a former CARB Chair, recently penned an LA Times Op-Ed on supporting the move to a zero emissions transportation for the 2028 Games. Drew Murphy, who succeeded Randolph as Co-Chair of TEP, is currently the CEO of Trio (formerly Edison Energy).

In conclusion, Randolph’s role as TEP Co-Chair is pivotal in orchestrating the statewide electrification strategy and policies necessary to meet the ambitious clean transportation targets aligned with the 2028 Los Angeles Olympic Games, highlighting California’s leadership and innovation in climate action and clean mobility.
