Reason given for lack of establishment of dog parks in Biysk by the mayor's office explained
In the city of Biysk, a local community initiative or municipal authorities have made a construction request for a new dog playground. However, the city administration is not yet ready to take on the maintenance of the proposed facility.
Currently, there are only two official dog training areas in the city. One is located on Maximova Boulevard, while the other is near the "United East" bus stop, in an industrial zone. The dog training area near the "United East" bus stop is mainly used by members of a dog club and local residents.
The condition of the dog training area on Maximova Boulevard has been described as "gloomy" by one dog owner, who also noted its run-down appearance and proximity to abandoned buildings with local strays. The training area's elements are not up to standard, making it difficult for serious pet training.
The second dog training area near the "United East" bus stop, while useful, is not without its issues. Maintenance of the dog training areas is a concern, as many dog owners do not clean up after their pets.
Nataliya Ryabinin, the head of the department for working with the public, stated that the main challenge is maintaining a new dog playground. She emphasised that implementing such an initiative is currently unrealistic. The city administration's stance suggests that they expect either the managing company or the residents to be responsible for the maintenance of a new dog playground.
Nataliya Gennadievna, on the other hand, highlighted that dog playgrounds cannot be built "in the middle of nowhere." She also underscored that the city administration believes that a new dog playground should be built in a location with all the necessary documents for the land. The city administration's approach to a new dog playground suggests a focus on proper documentation and land usage.
A group of activists are considering applying for a city grant to build a dog playground in a convenient location. Building a new dog playground is one issue, but maintaining it is a separate concern, as per Nataliya Ryabinin.
While new sports and children's playgrounds are being constructed in Biysk, no designated areas for pet training are provided for dog owners. A sports zone is not the same as an animal playground, according to Nataliya Gennadievna, as an animal playground requires someone to look after it and clean it.
In conclusion, while the city administration is open to the idea of a new dog playground, the main challenge lies in its maintenance. The responsibility for maintenance would fall on either the managing company or the residents, and the city administration is focusing on ensuring that the new dog playground is built in a suitable location with the necessary documents.
