Secure Email Communication Now Standardized in Europe with REM Certification

================================================================================================

In the digital landscape of Italy and the European Union, a significant shift is underway. The transition from the established Certified Electronic Mail (PEC) system to the emerging Registered Electronic Mail (REM) framework promises to harmonize electronic registered delivery services across member states.

PEC, a widely used and mandated system for official communications in Italy, provides sender authentication, delivery receipt, and legal proof equivalent to a registered letter with return receipt. REM, on the other hand, is an evolving EU-wide initiative aimed at providing greater interoperability and security.

Italy continues to maintain its PEC system in parallel, with no fixed timeline or full replacement of PEC with REM announced as of mid-2025. The transition to REM is part of broader digital identity and e-communications initiatives under EU regulations such as eIDAS (Regulation on electronic identification and trust services).

The PEC Management System, offered by Intesa, simplifies operations for those who need to manage multiple mailboxes simultaneously, including for the transition to REM. This system provides application-based authentication mode based on the OAuth 2.0 protocol for application-to-application authentication to the REM mailbox.

The transition from PEC to REM will occur transparently for users, with the provider responsible for upgrading mailboxes to the European standard. REM offers more secure and reliable communications across the EU with traceability and certification of sent and received messages. It is also known as the "European PEC" and will be valid for communications across the entire EU.

For Italian businesses operating at the European level, REM reduces bureaucratic obstacles, simplifies document management, and ensures compliance with cross-border regulations. Key differences between PEC and REM include mandatory verified identification processes, two-factor authentication, and European interoperability.

To access REM, it will be mandatory to activate a two-factor authentication system. Activating a PEC only requires registering the personal data of the holder, whereas for REM, a verified identification process including digital identities such as SPID and CIE will be mandatory.

As the EU works towards standardizing certified digital services within the bloc, the implementation timeline for REM is likely to be extended, probably between the end of 2025 and the beginning of 2026, as a DPCM (Decree of the President of the Council of Ministers) is still awaiting publication.

The European Commission is promoting REM adoption through guidance and pilot projects rather than fixed transition schedules. If you require the most current, official regulations or transition plans, you may need to consult Italian government digital communications authorities (e.g., AgID), the EU’s eIDAS framework documentation, or legal advisories specialized in Italian and EU digital law.

In summary, the transition from PEC to REM is a gradual shift towards greater EU interoperability. Italy continues to rely on PEC as its certified e-mail standard while monitoring EU developments on REM implementation. The PEC Management System offers a solution for managing multiple mailboxes during this transition period.

  1. Incorporating sustainable living practices into home-and-garden design could further reduce technology's carbon footprint, contributing to the overall sustainability of lifestyle choices.
  2. The advancement in data-and-cloud-computing technologies has opened avenues for a more seamless integration of Registered Electronic Mail (REM) systems across the EU, ensuring the delivery of reliable and secure e-communications.
